Authority and Identity Requirements for E-Dealing Standard and Guideline
In May the Registrar-General of Land consulted on the proposed new Authority and Identity Requirements for E-Dealing Standard and Guideline. Feedback indicated broad support for the proposed changes. The new Standard and Guideline extend the scope for practitioners to use audio-visual technology to remotely obtain authority and confirm the identity of their clients and enable the use of verifiable electronic signatures.
Having considered the feedback and submissions, the RGL will now set the Authority and Identity Requirements for E-Dealing Standard 2024 – LINZ S 01308 (the Standard) and the Authority and Identity Requirements for E-Dealing Guideline 2024 – LINZ OP G 01309 (the Guideline). The Standard and Guideline will come into force on Wednesday 23 October 2024 at which time the Standard and Guideline will be published on the LINZ website. On that date:
- the Authority and Identity Requirements for E-Dealing Standard 2018 – LINZ S 20018 will be revoked
- the Guideline will supersede the Authority and Identity Requirements for E-Dealing Guideline 2018 – LINZ G 20775 and the Authority and Identity Requirements and Electronic Signing of Documents Interim Guideline 2020 – LINZ OP G 01247, and
- a paper summarising the submissions we received on the proposed Standard and Guideline and the changes we made will be published on the consultations page:

Remote Access Tool
With the switch-off of Legacy Landonline functionality it’s time to ensure that you have the right tools for support using New Landonline.
Our Remote Access Tool will enable us to provide on-the-spot support for any issues you have while using the new system.
Please install this software now, so it’s available before you need it. You can get it from our software downloads and system support page.
Note: your organisation may require you to have admin rights on your device to install this software.
About the Remote Access Tool
The Remote Access tool is an application that enables our Customer Support Agents to provide remote support for New Landonline.
Our Remote Access Tool employs the same security levels used and trusted by major banking institutions with TLS 1.2 transport security and AES-256-bit encryption.
- Our team at Toitū Te Whenua securely logs in to the software with Single Sign-On (SSO).
- Every session is recorded for auditing and compliance, and we're able to run reports for full visibility into technician performance, login history, and session metrics.

New Landonline – Survey functionality
From 7 October 2024, the following functionality will be switched off in Legacy Landonline, and will only be available in New Landonline:
- Sign and submit
- Notices
- My messages
- Requests
You will still need to return to Legacy Landonline to complete Plan Generation, to update your contact information via My details, and to perform System maintenance functions.

Feedback on replacing static survey/title plans with digitally visualised alternative
We continue to seek feedback on our proposal to replace static survey/title plans with a digitally visualised alternative.
With features such as zoom, customisable layers and the ability to have existing or new parcels highlighted for ease of locating and analysing them, how might working with this tool rather than paper plans help or in any way hinder your work?
For example, would it make a difference for due diligence when establishing easement paths, or when scoping an upcoming subdivision?
Accessing the prototype, which demonstrates the capability of the new solution, just got easier for Landonline users. If you have a Landonline account you can now open the sample plans by clicking on the links below, to understand how the proposed alternative to static survey/title plans could work:

Digitally visualised survey plans
New Landonline - Search supporting documents in Web Search
Two new search modes have been released for Web Search. These allow you to search for Powers of Attorney by donor name and Memorandums by Memorandum Number.
You can order valid supporting documents by:
- view in a new window
- download
- add to product list.

New Landonline - Search parcel in Web Search
Search parcel is now available in Web Search.
You can search parcel by:
- Appellation / Legal description
- Parcel ID
Search Parcel by Appellation / Legal description has 4 modes:
- General:
- Simple (Default option)
- Complex
- Māori
- Other
You can click the different options at the top of the search inputs panel to switch the search modes.

New Landonline Dealings: new functionality releases
Prepare an Order for New Certificate of Title (OCTN)
In September we released the Order for New Certificate of Title (OCTN) instrument into the Dealings application.
With Image-only instruments being released earlier in August, this means you can now complete your subdivision work in New Landonline.
We’ve added some function to the Prepare OCTN page which now allows you to copy information into subsequent cells, much like in Excel.
New ways to affect titles to your instruments
In August we introduced new ways to add affected titles to your instruments, including being able to:
- quickly link all pre-allocated titles from an attached plan to OCTN or UAPP instruments,
- generate new titles where instruments can do this, such as for OCTNs, UAPPs or transfers, and
- use ‘Advanced title selection’ to custom select affected titles for each instrument. There’s also an added a feature for you to copy across a title selection from another instrument in your dealing.
Prepare a transmission in Instrument mode
In late September we released the last pieces of functionality for transmission instruments, meaning all transmissions are now able to be done in New Landonline. The last release covered the ability to prepare a transmission for a lessee, mortgagee or other type of interest holder.
Instrument mode is the same as Lease/Mortgage/Other mode in Legacy Landonline, condensed onto one page.
In addition, ‘change due to pending dealing’ is also available when completing a transmission in any mode (Title or Instrument). This can be used to edit registered owner or instrument details, or when dealing with protected (hidden) titles or instruments.

What’s new in Dealings
New Landonline - Territorial Authority (TA) Certifications application available soon
Following a successful Pilot, the Territorial Authority (TA) Certification application in New Landonline will be available to all TAs from Monday 21 October.
The application is used by TA planners that prepare and/or approve plans of subdivisions under the Resource Management Act 1991.
Making the application available in October will allow plenty of time to become familiar with the new application before the switch-off of Legacy Landonline by the end of March 2025.
We will be in direct contact with TAs during October with more details.
