The purpose of the standard is to ensure that all transactions involving Crown land are undertaken for clear, consistent and justified reasons, that they comply with legislation, and are completed and recorded in an accurate and timely way. This includes the procedures to be followed, and the minimum level of information that must be provided, to enable the Commissioner of Crown Lands to purchase, alienate or administer Crown land.
The Commissioner of Crown Lands is the statutory owner and administrator of, and exercises statutory powers and functions for, Crown land held under the Land Act 1948. This includes Crown pastoral land that is also subject to the Crown Pastoral Land Act 1998.

Effective 21 December 2012, section 5.5 was amended as per LINZS45006 - Amendment to LINZS45002 Standard for purchase, alienation, and administration of Crown Land.
