New transition arrangements for RCS 2010 CSDs
The last day to lodge cadastral survey datasets (CSDs) prepared under the old Rules for Cadastral Survey 2010 (RCS 2010) is Thursday 24 February 2022.
RCS 2010 CSDs lodged prior to 24 February 2022 and requisitioned can now be resubmitted in terms of the RCS 2010. Previously we advised that these CSDs would need to be converted to the Cadastral Survey Rules 2021 (CSR 2021). A dispensation has been granted and changes have been implemented in Landonline to allow these CSDs to be resubmitted.
New cadastral survey guidelines on water and tidal boundaries with flow charts
We’ve published new guidelines on water boundaries and tidal boundaries with flowcharts to support surveyors undertaking cadastral surveys and preparing cadastral survey datasets (CSDs) under the Cadastral Survey Rules 2021 (CSR 2021).
The water boundaries guideline focuses on how the rules apply to different types of water boundaries to help surveyors determine the quality of boundary definition required. The 2014 water boundaries webinar that contained some of this information will no longer be available. A flow chart has been developed and should be the first port of call for surveyors when they have a primary parcel water boundary in their survey.
The tidal boundaries guideline supersedes the material in the Interim guideline to sea boundaries and the Marine and Coastal Area (Takutai Moana) Act 2011 (LINZG657052013). It also contains additional foundation information. A flow chart has been developed to help surveyors determine whether land below mean high water springs is required to be recorded as common marine and coastal area in a CSD.
The new guidelines, the associated flow charts and an index to all the published guidelines can be found on our website:

Moriori Claims Settlement Act 2021 Registration Guideline 2022
The Registrar-General of Land has published the Moriori Claims Settlement Act 2021 Registration Guideline 2022 – LINZ OP G 01283.
The guideline covers the Moriori Claims Settlement Act 2021. It contains detailed information about that settlement and is designed to be read in conjunction with the Treaty Claims Settlement Acts General Guideline 2018 – LINZG20786. The provisions of the Act took effect on the settlement date, 14 February 2022.
The guideline is primarily for Toitū Te Whenua employees with delegated authority to exercise registration functions under the Land Transfer Act 2017 and covers registration requirements and memorial formats.

Notice of Change of Ownership – 34 of 67 councils on board
We’ve brought 10 new Territorial Authorities on board to receive Landonline’s Notice of Ownership (NoC) – bringing our total of subscribed councils to 34 out of 67 since our November 2021 update. The new additions are:
North Island
- Gisborne District Council
- Horowhenua District Council
- Kāpiti Coast District Council
- Upper Hutt City Council
- Wairoa District Council
- Whangarei District Council
South Island
- Queenstown Lakes District Council
- Waimakariri District Council
- Waimate District Council
- Westland District Council
Conveyancers can create a NoC from a relevant instrument to automatically advise subscribed Territorial Authorities that the ownership on a title has changed upon registration of the dealing. Carrying out this process through Landonline has several benefits, including more accurate data and less manual work.
