Toitū Te Whenua Land Information New Zealand (LINZ) has today published its first Crown Pastoral Land Strategic Intentions Document and accompanying Performance Monitoring Framework.
LINZ Acting Chief Executive Richard Hawke says:
“The release of these final publications today marks an important milestone in our ongoing work to effectively implement Crown pastoral land reforms.
“The documents set out how LINZ will deliver on its vision to manage Crown pastoral land in a way that maintains or enhances its inherent values, and supports productive and sustainable pastoral farming.”
Commissioner of Crown Lands Craig Harris says:
“We thank all those who made a submission during the consultation period earlier this year, and those who worked with us as we developed and finalised the documents.
“We heard from pastoral leaseholders, iwi, and farming groups along with environmental and recreation advocates. The feedback received was thoughtful and considered and demonstrates the significance of Crown pastoral land to many people.”
The Crown Pastoral Land Strategic Intentions Document 2024-2029 outlines LINZ’s strategic direction and includes a range of initiatives across three focus areas – transparent and accountable stewardship, strong and enduring relationships, and informed decision-making.
The companion Performance Monitoring Framework sets out detailed performance measures to help LINZ achieve its vision and priorities, and the outcomes of the Crown Pastoral Land Act 1998.
The documents also provide an important framework for how LINZ will measure progress over the next five years and beyond.
“We hope these documents provide insight and information about LINZ’s efforts to effectively manage Crown pastoral land.
“This includes our direction of travel, and how we will continue this work alongside leaseholders, iwi, and those with an interest the land, to protect and enhance the taonga that is the Crown pastoral estate,” says Craig Harris.
These documents will be reviewed and updated every five years, with the next versions set to be published in 2029.

LINZ is responsible for the administration and stewardship of Crown pastoral land, with the Chief Executive and the Commissioner of Crown Lands having distinct roles, duties and functions.
The Crown Pastoral Land Act 1998 requires the Chief Executive and the Commissioner of Crown Lands to jointly publish a Strategic Intentions Document to set out:
- how their actions (and those of the department) are contributing to achieving the purpose of the legislation, and
- how government policies and priorities will be reflected in the management of pastoral land.
The Performance Monitoring Framework sets out how LINZ will monitor and evaluate:
- the exercise of the LINZ Chief Executive and the Commissioner for Crown Lands’ functions, powers and duties under the Crown Pastoral Land Act 1998, and
- the discharge of the LINZ Chief Executive’s stewardship responsibilities under section 52(d) of the Public Service Act 2020.
