Toitū Te Whenua Land Information New Zealand (LINZ) will shortly be going to the market seeking a supplier or suppliers to help manage its significant property portfolio.

On behalf of the Crown, LINZ manages approximately 8,000 properties spread across New Zealand, including 1,000 on behalf of other government agencies. 

The portfolio includes homes, commercial property, disused public buildings such as hospitals, prisons, and schools, as well as vacant land.

It’s a large and complex asset portfolio that requires a wide range of management services delivered in both rural and urban settings throughout the country. To meet these specialized and diverse needs, management of the portfolio has been largely outsourced. 

Head of Crown Property at LINZ, Sonya Wikitera says a comprehensive review of the portfolio has identified a new management model that will meet the needs of customers and at the same time ensure LINZ is delivering the best value for investment on behalf of the Crown:     

“The new model will see a range of services currently outsourced brought inhouse to ensure greater strategic oversight of the portfolio. At the same time a significant range of services will continue to be outsourced.”

“We are now seeking experienced and capable partner(s) to support the ongoing maintenance of these assets and the tenancies of our residential customers. We are also seeking to make more effective use of our asset management data allowing us to make better and more informed future management decisions,” said Ms Wikitera.

LINZ has published an Advance Notice on the Government’s procurement site GETs and will shortly begin procurement for the following tools and services:

  1. Property Asset Management Software
  2. Residential Tenancy Services  
  3. Facilities Maintenance Services

Procurement will take place in two stages beginning with a Registration of Interest (ROI) to be issued mid-late July.

Following evaluation of applications to the ROI a short-list of suppliers will be invited to tender for one or more of the opportunities listed.

The range of services and activities that LINZ will manage in-house is expected to be as follows:

  • Non-residential tenancy management – licences, leases, related applications / permits and general enquiries
  • Payment of rates for LINZ managed properties
  • Strategic asset planning and management.
