The Applicant is a Hong Kong incorporated company owned by Zhaobai Jiang and Rose Jiang. It currently owns 45% of the shares in Top Harbour Limited and seeks to increase its shareholding to up to 100% through two possible transactions. Top Harbour Limited was granted consent under the Overseas Investment Act 2005 to acquire sensitive land in 2012. It is currently developing that land into an integrated coastal community. The Applicant seeks to increase its shareholding in Top Harbour Limited. The overseas investment is likely to result in the retention of existing jobs, and the creation of new ones, increased availability of housing in the wider Auckland region and the planting of native plants.
