It is considered that there are significant farming benefits to the soil disturbance for cattle yards. Appropriate conditions can be applied to avoid, remedy, or mitigate the effects on the land. It is considered that disturbing the soil at this location to allow cattle yards to be formed will make it easier to farm and will help management to more effectively move and manage stock. The area where the disturbance is proposed has been modified through oversowing and topdressing and there are sheep yards already present near this area.

Consent is granted for soil disturbance, subject to the following conditions:

1. That the soil disturbance for the cattle yards can only occur within the area as indicated in the attached map, and must be setback at least 25m from the bank of the Wairaki River.
2. Any machinery brought in to carry out the soil disturbance shall be cleaned to remove any possible weed contamination prior to carrying out the work.
3. Any bare ground that results from the soil disturbance shall have seed and fertiliser applied as soon as practicable upon completion of the works (except where gravel is to be laid).
4. Soil disturbance for the yards will be limited to the minimum amount required to prepare the ground for the yards within the boundary of the area marked on the attached map.
5. Appropriate cut-offs and drainage will be put into place to divert water away from the soil disturbance and any other infrastructure (e.g. tracks). Water will be diverted towards locations where it can disperse or filter through pasture. Appropriate sediment traps will be put in place to prevent any runoff from the yards entering waterways, both during construction, and once the yards are in use.
6. That all contractors and employees of Beaumont (Southland) Station are informed of the conditions of this consent prior to the works starting.

The Crown Pastoral Land Act 1998 provides that permission to undertake the activity may still be needed under other enactments.
