Procurement

Toitū Te Whenua is committed to delivering procurement excellence to all stakeholders, customers and suppliers.

Toitū Te Whenua’s Commercial team leads the development and implementation of our procurement strategy, policies and processes, and supports our procurement activity with stakeholders.

The Commercial team is committed to delivering quality procurement to all stakeholders through fair and transparent processes to achieve greater public value.

Our commitment to procurement excellence

We use the Government Procurement Rules to support sustainable and inclusive procurement. We use good practices and good market engagement when planning, sourcing and managing our procurement. We also consider wider social, economic and environmental outcomes that go beyond the immediate purchase of goods and services.

Government Procurement Principles, Charter and Rules

Our procurement activity including our policies and guidelines is aligned to and supported by:

Broader outcomes

Government procurement activities can achieve broader cultural, economic, environmental and social outcomes for New Zealand. These broader outcomes consider not only the whole-of-life cost of a purchase, but also the costs and benefits to society, the environment and the economy.

When Toitū Te Whenua purchases goods, services or works we must consider broader outcomes, and incorporate these where appropriate. There are some contract areas that have been designated by the Government where we must include requirements relating to priority broader outcomes.

Priority broader outcomes

Working with our suppliers

Suppliers can help us identify and achieve broader outcome opportunities. We want to work with our suppliers on aspects of broader outcomes.

Examples may include:

  • supplier wage policies, for example paying living wage as a minimum to all workers
  • how suppliers can include New Zealand businesses in delivering services
  • supplier investment in skills and training for their workers
  • supplier commitment to becoming carbon net zero or carbon neutral.

Contract opportunities with Toitū Te Whenua

We engage through the use of all-of-government (AoG) panels and other Toitu Te Whenua specific panels. Where relevant we advertise our open market provider opportunities on the Government Electronic Tenders Service (GETS).

You can register with GETS to see the latest government tenders. Once registered as a supplier (provider of goods and/or services) you can view detailed information access documents and receive notifications of relevant opportunities. There is no cost to register or use GETS.
