Reasons for decision
For the part of the consent that was granted
The Commissioner of Crown Lands has determined that there are benefits to both farming and conservation from allowing the lessee to maintain a balance of exotic and indigenous vegetation through a modest level of oversowing and top-dressing in easier contoured extensively grazed areas, and that the conditions above will ensure good management practices are undertaken and mitigate effects on inherent values identified in the area.
For the part of the consent that was declined
The Commissioner of Crown Lands has determined that there are inherent values associated with rock outcrops, rocky areas, wetlands and shrublands that should be protected from ongoing oversowing and top-dressing.
Conditions of decision
Consent is granted in part for oversowing and top-dressing, subject to the following conditions:
- Oversowing and top-dressing is declined within the areas outlined in red on the plans attached.
- Oversowing and top-dressing is approved in the areas outlined in blue on the plans attached subject to the conditions below.
- Oversowing and top-dressing must be set back a minimum of 10m from waterways and wetlands noting this is a minimum and the areas adjacent to some waterways may be subject to marginal strips in which case they are administered by the Department of Conservation and not subject to this consent.
- Oversowing and top-dressing is to be carried out by an appropriately qualified operator/pilot capable of precision placement.
- Species sown may include ryegrass, cocksfoot and clovers.
- A maximum of 60kg/ha of Sulphur Super Extra or equivalent may be applied every two years.
- All contractors and employees of Waitangi Station are informed of the conditions of this consent prior to any oversowing and top-dressing activities
- The Crown Pastoral Land Act 1998 provides that permission to undertake the activity may still be needed under other enactments.
Consent is declined for oversowing and top-dressing in the areas shown in red on the plan.
