The Commissioner of Crown Lands has determined that it is not possible to mitigate the risks to inherent values associated with the requested oversowing and topdressing. Inherent values that would be most impacted by the activity include incremental greening of the natural landscapes associated with the tawny upper Mackenzie Basin; and the loss of habitat through shading by exotic pasture species on a diverse range of low growing native plant species found across the area, some of which are classified as At Risk – Declining.
