For the part of the consent that was granted

The Commissioner of Crown Lands has determined that there will be no impacts on inherent values from the tree planting approved, and that it will make it easier to use the land concerned for farming purposes by providing shelter for stock and infrastructure. There is the potential for future income from timber harvesting.

For the part of the consent that was declined

The Commissioner of Crown Lands has determined that the areas outlined in pink have inherent values that it is desirable to protect, including landscape values and indigenous vegetation that provides habitat for flora and fauna. There are also adjacent inherent values that could be impacted by tree planting and/or the risk of wilding spread, associated with a wetland and Lake Alexandrina tributary, the Glenmore Tarns, and the Cass River Outwash.

Conditions of decision

Consent is granted in part to plant trees, subject to the following conditions:

  1. Planting Pinus radiata x Pinus attenuata hybrid trees within the areas outlined in pink is declined. 
  2. Planting Pinus radiata x Pinus attenuata hybrid trees may be undertaken within the area outlined in blue. Trees that do not survive the initial planting may be replaced.
  3. Planting and maintenance of trees is to be undertaken to best practice standards.
  4. The lessee is to ensure any contractors operating on Glenmore pastoral lease do not spread weed seed via vehicles and machinery, and fuel and other contaminants are managed to avoid any impacts on waterways and wetlands.
  5. The spread of wilding pines from the tree planting is to be monitored and any wildings removed.
  6. The Commissioner of Crown Lands is to be notified 12 months prior to any proposed timber harvest commencing.
  7. This consent is for a single planting rotation. The lessee is required to apply for consent to plant another rotation of trees following harvest; or for activities associated with returning the land to pasture.
  8. Prior to harvesting timber the lessee is required to apply to the Commissioner of Crown Lands for any necessary consents e.g. soil disturbance, tracking.
  9. The tree planting, maintenance, harvesting and any associated activities must adhere to: The conditions in this consent;  the requirements of the National Environment Standard for Plantation Forestry, or equivalent; the lessee is to provide a copy of the tree planting plan including details of site preparation to their LINZ Portfolio Manager prior to the activity commencing and advise the proposed start date. LINZ may undertake monitoring of the activity.

The Crown Pastoral Land Act 1998 provides that permission to undertake the activity may still be needed under other enactments.
