Reasons for decision

For the part of the consent that was declined it was considered that while there would be benefits from the proposed oversowing and topdressing (OSTD), as outlined in the application, and these activities will make the land easier to farm, the adverse impacts on the inherent values will also be significant. If OSTD was permitted to occur, then the inherent values will either be lost or significantly depleted due to improved fertility and greater competition between the introduced exotic grasses and herbs, and the indigenous vegetation. The adverse impacts are considered to be even more significant as the application areas are effectively the last parts of the lease that have not seen much farming development and therefore the remaining inherent values are considered to have even higher significance.
